All dogs six months and older kept or harbored in the city of Hinckley, must be licensed. The license fee is $7.50 or $5.00 if spayed or neutered. A valid rabies vaccination and spayed or neutered certificate must be presented before a license can be issued. Licenses expire on the last day of March following its issuance. Licenses can be obtained at Hinckley City Hall from 8:00 am to 4:30 pm. An increase in resident complaints and safety concerns require the Hinckley City Council to step up enforcement of city dog ordinance #90.25 which prohibits dogs or cats from running at large within the city limits.

The City Council approved and adopted the Admininstrative Penalty Ordinance 641-06 on June 5th, 2006, which allows the City to impose fines upon residents that violate City Code. A warning letter describing the violation and the penalty fee will be mailed. Citizen has 7 days to pay the citation or request an Administrative Hearing to dispute the violation. If no request is made, payment must be made in 7 days. Payment not made within 7 days, a 15% penalty will be applied for each 7 days payment remains unpaid.
